going there, but Hodges makes it clear that this is just an excuse to
harm car traffic.

Well yes when cars are moving on a street it isn't safe for people to
stand in the middle. I guess that's "hostile" to pedestrians. Heaven
forbid that pedestrians have to walk across a bridge to get to the other
side. That just makes it too easy for cars. I certainly detect a lot
of hostility for drivers. I don't really see hostility to pedestrians
when cars are driving on the street where they belong.
Minneapolis will need to keep paying businesses to stay here as long as
they maintain their hostility to commuters. Most employees will be more
and more reluctant to work in downtown Mpls.
