The city council hasn't yet decided whether to lose its low income jobs
by raising all wages to $15 per hour, but in the meantime seems
determined to lose at least some jobs by mandating benefits for all
workers. The plan is to force sick time, add some overtime hours, and
put restrictions on how scheduling is done.
The economy has been improving lately for low paid employees, so it is
possible that there restrictions won't increase unemployment too much,
although it will surely stop any drops that would otherwise happen. And
there will be less money for raises for these workers. These changes
will definitely cost businesses money, and I do wonder where the council
expects this money to come from. In my opinion, it will mostly come out
of the wages of those employees enjoying these new benefits. In
essence, the council has decided that workers should be forced to
allocate some of their wages to sick time and more stable scheduling.
Perhaps some employees would welcome this re-allocation, but I think
it'd be better for the worker to make this decision instead of their
government leaders.
