If the Charter Commission's proposal passes, it will **strengthen** city
government by making it more accountable, efficient, and
understandable. Departments will have a clear chain of command instead
of 14 people competing to direct or change their activities. A council
shouldn't have control over city departments.
The City Council members should formulate city policies, pass budgets,
and stop trying to micromanage departmental operations. If they want to
do (micro)manage, they should change the structure to include a City
Manager and then apply for the job. Or they should run for and get
elected Mayor under the Charter Commission's proposal.
