There was another letter in the Oxford Mail on Saturday protesting against the
proposed filling in of the subway in the centre of Headington:

This would of course be part of Phase 2 (Osler Road to Wharton Road) of the
improvements, which have been postponed to 2010/11, so the subway now has a
stay of execution of two years. (I think that the lady writing the letter
imagined it was imminent, when in fact the decision is still hanging.)
Older Headington people claim to be very fond of the subway, but I see a lot of
them taking their chances crossing the road above it. I wondered what people on
this forum felt about it. Do you use it regularly?
(Anyone answering "Only when the Bury Knowle public inconveniences are closed
will be severely reprimanded.)

I use the subway when shepherding small people, who are always excited by the
prospect of going through it.
It's particularly helpful as we normally don't have enough time to cross two
roads in the alloted pedestrian filter time (so we can't get from Budgens to
Chancellors), so we use the subway to cross London Road and the lights to cross
Windmill Rd or Old High St.
However, it's utility is seriously in question when it's so close to the
lights. What might be helpful for it's survival is that the retiming of the
lights does appear to have had a impact on the queues heading towards the
ring-road so the widening might be less of a necessity.

I always use it, for its intended purpose, unless the road is unusually quiet.
And as often as not I meet at least one person coming the other way. Apart from
its scenic splendour it's convenient and safe.

The times I have not used the subway are (a) when there is very little
traffic about (rare) and (b) when the traffic is jammed stationary (often at
present, but as Mike says maybe less often if the lights and other measures
improved traffic flow)
NB. With the subway would go the railings for displays and the site for the
community notice boards.

Much of this has been rehearsed before, but what about the elderly, who
may not want to have to dash across at the lights or even go as far as
the lights? And children of an age such as they can walk unaccompanied
provided they cross the road via the subway? Besides, crossing at the
lights is at the whim of the motorist, and quite a few of them jump the
lights. There have been nasty accidents due to this, so using the lights
is not a valid alternative for some age groups.
Also, I may be wrong, but wouldn't the bike racks be lost? There are
too few of these as it is.

It is a great shame that some people misuse this subway and make it unpleasant
for others. What can anyone do? Only install the dreaded CCTV cameras I suppose
and that probably wouldn't put off everybody.
The London Road is not going to get any safer or easier to cross unless we move
London itself.
Anyway it's best to keep the subway as in the last resort it does improve
safety for pedestrians. The railings could be extended to force people to use
it.

I do not use the underpass, I have arthritic hips, going down is fine, climbing
up the otherside is painful - so I cross the road. I would guess that there are
a number of others with the same problem.

I've been interested to read this thread, as Ruth Wilkinson and myself are
campaigning to keep the underpass -- and, yes, it was much easier when we
could call it a subway! The County has backed off from a firm decision,
saying they would investigate it further -- I'll be interested to see how
and when they plan to do that. Their proposal is to replace it with a
crossing -- but, it appears to me, one so close to the main cross-roads that
it would be likely to exacerbate problems.
In the meantime, I think it's important we make sure the underpass is cared
for and a good state. There were complaints recently about many of the
lights being out in the underpass: I got the County officers onto that and
it is -- I hope -- sorted. It needs to be cleaned up and the City officers
appreciate the issue. As you know, Low-Carbon Headington is keen that
activities like street-parties occur in 20th September for Car-Free Day and
one of things I hoping will happen is a good clean-up ahead of that Saturday
and a small party around the underpass -- though nothing as grand as when
the murals were opened in 2002!

I'll help with a clearup and with a party. Good plan. I too find it odd that an
additional crossing that stops the traffic is being proposed as a practical way
of, er, improving traffic flow.

I very rarely use the underpass. I did so today to test whether I might use it
more in future. I wouldn't! Four of the lights do not work. It is dingy and,
particularly on a hot day, smells unpleasant. I would be glad to use the
proposed zebra crossing near to Osler Road.
As I walked through Headington towards the underpass I was shocked to see how
many obstructions there are on the pavements. A multiplicy of green wheelie
bins, City Council recycling bins (in addition to the regular black rubbish
bins.) However, I was most concerned to find that a large rectangular tin box
has been set into the pavement next to the public telephones. This closes off
the pavement between the phone booths and the step up to the area where there
are tables and chairs.
I think that anyone with a visual impairment, or in a wheelchair, or pushing a
pram or double buggy would have great difficulty in negotiating their way
through Headington between Old High Street and Osler Road. Can anything be
done about these obstructions?

I couldn't picture what Marie meant by the rectangular tin box set into the
pavement by the telephones, so I went to have a look.
I still don't know what it is, but the description is perfect and I am
uploading a picture. It looks as though it may be to do with
telecommunications, but it blocks the public part of the pavement and is
permanently cemented in.
Some of the other obstructions in central Headington are "permissable" in the
sense that many shops own the upper part of the pavement. But I don't think
that when the lower part of the pavement was made so narrow it was envisaged
that the upper part would one day become impassable. I counted eleven cafés
with pavement tables out today.

The box looks like an NTL distribution unit.
Is the positioning in anyway related to the future road development through
Headington? Is the road going to be made wider at this point near the traffic
lights?
Can anyone tell me why double telephone boxes have to be placed end on to the
pavement edge? Surely it would have been better to place them along the
pavement. Its the same in Cornmarket.
Maybe its so that more people can bump into them and know they are there.

I remember now that Harry Edwards told the forum about a planning application
for a kiosk with advertisements on this site -- he sent his message on 3
January.
The drawings shows that it will be very slim, so the green box could well be a
major component. The plans state that it will be 3.2 metres from the edge of
the highway.
The most controversial feature will probably be the rolling advertisment on the
back.

Returning to the subway: I used it on Sunday, and the stink was appalling, as
it was a very hot day. It needs cleaning every morning, especially in summer.
Although I rarely use it now, I would have been too afraid to cross the London
Road any other way with loose toddlers, and I think the elderly need it too.
