The "10 steps" guide at http://e-democracy.org/center/if.html tells me what I need to do non-technically, but left me totally clueless about what I need to do technically if I'd like to use E-Democracy.Org's GroupServer. Where's the "Request Hosting" link or form? Thanks for any help,
Good point. Setting up a forum is something we do together on the
technical side. It is easiest part of the process really.
One thing we could do quite quickly is create a cityname-team@ online
group for the initial formation of a steering committee. Do you have
5 to 10 fellow citizens (or an interest in recruiting them) to help
get started? Then once a charter is drafted, we can create a
cityname-issues@ group and turn over the web-based interface keys to
a forum manager.
Tim Erickson is the one to help with the details. Tim, what do you
suggest for a next step?

MJ Ray: As Steve mentioned, the two biggest hurdles in launching an Issues Forum on our site are: 1) Organizing a steering committee of 5-10 folks 2) Recruiting the first 100 participants (for the forum) There are other details, which we can discuss later. If you are ready to begin the process, just let us know and we'll set up a space for you like this: http://forums.e-democracy.org/melksham We won't officially open the forum until the steering committee is in place and the initial participants are recruited. BUT, you can use the TEAM forum for planning purposes and allow folks to start subscribing (joining) the forum, right away.
