First, I replied to Framgov because it seemed to be a better fit for this
topic.
In answer to your question, I was told by a police dispatcher two summers
ago that Framingham did not have a noise bylaw and I reached out to Mr.
Halpin to ask about getting one adopted and only received radio silence in
return. The only noise protection that we have in this city to my
knowledge is when work hour/day restrictions are written into construction
approvals. As for dumpster emptying, we are often woken up as early as
4:30 AM, usually on Friday mornings, by a company that empties a dumpster
or dumpsters at one (or both?) of the two churches behind my home (United
Methodist and/or the former St. Jeremiah¹s on Brook Street).
I don¹t know what you can do at this time other than maybe reaching out to
the business next door and asking for the name and contact info of the
garbage company and asking for some consideration. (I¹ve thought about
doing the same thing with the churches, but it hasn¹t bothered me as much
as the three days that the bells at St Jeremiah¹s rang at 1, 2, and 3 AM
respectively several years back those were really tough nights for us,
but the church shut off the bell system until it could be repaired after I
asked the congregants for help).
Now that we have a new administration in place in the city of Framingham,
maybe the mayor or the city council will step up to help put a noise bylaw
in place. Are you reading this Mayor Spicer and city council members?
In the meantime, I will hope that what happened to you this morning was a
one-time thing.
