Reports to: Adult Employment and Training Director
Status: Full time, non-exempt, benefit eligible
East Side Neighborhood Services has an opening for a full time Employment
Counselor. As a member of the Employment Team, this position is responsible for
assisting public assistance participants in attaining a livable wage in a
timely manner through access to training, educational opportunities, and paid
employment.
Major duties and responsibilities: Is responsible for but not limited to the
following: 80%
1. Responsible for ensuring MFIP contract performance and compliance.
Ensure that participant case files are properly maintained and updated as
needed by conducting monthly case file audits.
2. Responsible for monitoring and supporting progress of participants
providing or arranging support services and acting as an advocate on behalf of
the client when appropriate.
3. Maintain accurate and precise detailed case notes for all participants,
including reporting at specific intervals using various online databases.
4. Assist clients with completing approved core and non-core activities in
the program and ensure consistent, ongoing communication, including regular in
-person meetings this may require home visits when necessary.
5. Ensure proper management of County's client referral queue in Workforce
One database and client file transfers to and from County FSS.
6. Conducts intakes, assessments, and creates goals to establish
employment plans focusing on education and employment. Provides resources
needed to overcome barriers so goals and outcomes can be achieved.
7. Guide participants in their job seeking activities including
instructing them in job search techniques, filling out job applications and
interviewing skills and providing them with job leads.
8. The Employment Counselor is responsible to send Notice of Intent to
Sanction (NOITS) to clients who fail to comply with their Employment Plan.
9. Authorize payment for allowable support services (according to manual)
and document the expense.
10. Work with Hennepin County monitors and MFIP employment staff to insure
that appropriate corrective action is taken to resolve contract compliance
issues.
11. Communicates and coordinates with County partners regarding cash, food,
health care and child care assistance to ensure program requirements and client
needs are met.
Additional Tasks and Responsibilities: 20%
1. Maintain online records of employer contacts.
2. Use Microsoft Word to assist clients in developing resumes and cover
letters.
3. Use Microsoft Office, agency, and other databases to maintain updated
client information, contact, and prepare program reports as necessary.
4. Use Outlook as office email and calendar.
5. Attend various trainings, meetings, and activities to increase skill
level.
6. Support, encourage and assist in agency-wide projects which enhance
intra-agency cooperation and understanding.
Job Requirements and Qualifications
Education: Bachelor's degree in psychology, social work, vocational counseling
or a related human services field or an Associate's degree in a related field
plus a Global Career Development Certificate, or equivalent education and
experience. Must be able to attain the Global Career Development Certificate.
Experience: relevant experience in a human service field working with
economically disadvantaged individuals or families; ability to provide
culturally appropriate services, a knowledge of local workforce development;
knowledge of relevant community resources; experience with assessments, case
management, referrals and group facilitation.
Skills, Knowledge and/or Abilities
1. Reliable, Insured Automobile and Valid Minnesota Driver's
License with safe driving record.
2. Ability to form a significant, caring relationships.

4. Demonstrated ability to effectively communicate in oral and
written forms.
5. Ability to work in a collaborative and coordinated effort.

8. Ability to handle confidential information appropriately
and legally.
9. Familiarity with computer technology and willingness to
learn computer skills.
10. Required Criminal and Driving Record background check, if
hired.
Compensation: Starting rate of $32,000-$36,000 annually depending on
qualifications. Benefits including medical, dental, life, 403(b) pension plan
and generous paid time off.
