How many have noticed the $10.27 charge on their water bills for storm
water fall - to reduce this the city can approve a rain garden. Well,
the city's soon to be new parking lot will be impervious and add to
the storm water runoff. Given that everything the city owns, save for
its parks, is impervious surfaces making the city the vast largest
contributor to storm water runoff, should the city be required to turn
the Gustavus property into a rain garden?

My reading of the update Councilmember Schiff's office provided was that it was
the owner of the building, not the City, that was planning building a surface
parking lot. The relevant excerpt from Heidi's post is below.
"August - Salvation Army reports that owners are not returning phone
calls and do not seem interested in selling. Contact name for new owner
is received. City's Problem Property Unit talks with new owner and
expresses plans to demo the building and build a surface parking lot.
City sends a letter to new owners outlining the HPC requirements for the
1626 East lake demolition project, including a mitigation and salvage
plan along with an interpretive plaque and kiosk on the site where the
building stood. Zoning explains that if owners are planning a surface
parking lot they will need a CUP and site plan"

To be clear, the city does not own 1626 East Lake Street (Gustavus
Adolphus building). A private owner is in possession of the property and
therefore other than by way of the zoning code and the allowable uses
for a property zoned C1 the city cannot dictate what the property owner
must do.
The city was told by the new owner that they intended to demo the
structure and turn it into a surface parking lot. I was just passing the
information along in the form of a timeline. This was not in any way
meant to be an endorsement or lack of endorsement on the intent of the
property owner for this site.

Last year a local restuarant in Kingfield wanted to expand with
outdoor seating in their previously parking area. A big deal was made
over their ripping out the existing impervious asphalt and puting in
pervious block. This was directed at reducing surface runoff of storm
water, which the city is obliged to see happen per Metropolitan
Wastewater Treatmen Authority. Now I do not know if this was a city
code inspired rebuild or if this was an NRP inspired rebuild. If the
former, then the owner of the Gustie property could be similarily
compelled - short of council member blockage.

There seems to be quite a bit of misinformation about the Gustavus site. I
have been working with the current owner for the last 12 months on the
building. The overall intent is to redevelop the site since it is not
economically feasible to repair the existing structure.. The current owner is
currently talking to prospective buyers for the property and the intent is NOT
to build a surface parking lot on the site (although we have been approached by
many businesses in the area to do so). The current plan is to demolish the
existing building and install a pervious surface until a new building is
constructed. Since taking posession of the building from the previous owner in
November of 2007 we have looked at a dozen senarios to restore and keep the
existing building, but because of the condition we were unable to find any
suitable solution.
