because she had used it for official business. So that raises some
questions. For example; are her phone records subject to the same
archival rules as her city email account. And do the access rules apply
to all elected officials, or just the mayor?
And how about non-elected employees of the city? Are they subject to the
same rules as elected officials? You can hardly go past a construction
site without seeing a cop talking or texting on his cell phone, and if
he has ever called the station with that phone to tell them he was going
to lunch does that make the phone subject to public records laws?
What we have here is a very interesting bag of worms and I will be very
interested to see if any more of the worms escape the bag. But I would
not be the least bit surprised to learn that the Framingham area
experiences an unusual outbreak of cell phones needing a hard reset.
