The meeting will be at Falcon Heights City Hall, 2077 Larpenteur Ave West.
How much of the total cost is covered by the grant?
Who is paying for the upkeep/maintenance of the surface?
Who is paying for/doing the snow removal?
A grant that results in a bunch of additional immediate spending and long-term
maintenance/replacement spending isn't as valuable as it may initially appear.
* Continuous pathways on both sides of Fairview Avenue (between County Road
B-2 and County Road B).
Are there going to be sidewalks or walkways done on these properties to give
the pathway walkers a way to get to the businesses or are they going to have to
dodge the traffic at Rosedale and other places to actually get someplace
useful. Without those improvements it sounds like you have a pathway to
nowhere.
* Off-street pathway (8 feet wide) on east side of Fairview between County
Road B and Larpenteur.
This seems excessive for what is essentially a sidewalk. Aren't most sidewalks
three feet wide? That is a lot of surface area when we should be minimizing
surface area for water runoff reasons. I like sidewalks, but don't just make a
really wide sidewalk and call it a pathway to make it sound more politically
desirable.
* Dedicated on-street bike lanes on Fairview Avenue (between County Road B
and Larpenteur).
Given the nice wide biking shoulder now, I am assuming that this will mostly be
re-striping of the existing space and not a widening of the roadway. If it's
more than re-striping then we need to understand what is being done.
* Dedicated on-street bike lanes on Larpenteur (between Fairview and
Coffman).
How is the left turn crossing to Coffman going to be handled? The cars will be
going 40 mph, the bikes won't have much distance to get up to speed to smoothly
blend in with traffic for that left turn. Any chance to have them cross
Larpenteur at Fairview, then ride on the south side of Larpenteur over to
Coffman. Otherwise it seems like you are setting up a car/bike conflict point
(and the bike will lose).
* Sidewalk along the north side of Larpenteur (between Gortner and
Coffman).
So, what is the difference between a sidewalk and a pathway?
* Six foot wide sidewalk on west side of Gortner (between Larpenteur and
Folwell).
Why not a normal sidewalk width? Again surface area should be minimized.
* Retrofit signal systems with pedestrian countdown timers.

* Install street trees and benches to provide shade and appeal to the
non-motorized user.
Who will pay for tree trimming and replacement/repair of the benches? They
might be more appealing if we had something interesting to look at. Kind of
like a lookout point where young couples could go and find inspiration. <grin>
"Property owners will not be assessed for the construction. "
See my very first questions regarding the total cost of construction. Where
did the money that the TLC is doling out come from? A more accurate statement
might be that "Property owners who will have this thing cross their property
will not be assessed for the construction". Someone is paying. Who really
funds the TLC group? There is no free lunch.
