Chief Janee Harteau fired Officer Blayne Lehner after he twice pushed a
woman who posed no threat and used the "c word".
Previously Officer Lehner kicked a man in the face and knocked out several
teeth, a case the City settled for $360,000.

However the arbitrator, Stephen Befort, a law professor at the University
of Minnesota Law School,

ruled that Lehner should be reinstated with back pay, which will cost the
city approximately $40,000.
