The Lay of the Land
The State of Illinois' population grew at a slower rate than some states in the
Southwest, resulting in the loss of a Congressional seat; the City of Chicago
has lost population; African American communities have lost population;
non-Latino white communities have lost population; Latino communities have
gained population; there will be a legislative district created to provide the
Chinese community in China Town with a critical mass to impact political
decisions; the 24th Ward has lost population; the 27th Ward has lost
population; the 28th Ward has lost population; the 29th Ward has lost
population; the 37th Ward has lost population; the 12th Ward has lost
population; the 25th Ward has lost population; the 2nd Ward has gained
population and the 22nd Ward has lost population. (I focused on West Side
Wards, but I'm sure the North and South sides have wards that have experienced
significant population shifts. I live on the West Side, and I'm more familiar
with our dynamics) There is new leadership in a number of Wards and Legislative
Districts impacting the City. Prisoners are counted in the Census from the
towns in which they are incarcerated, and not the communities from which they
originate. As a result, the population for the cities in which prisoners lived
before incarceration is under-counted, while the population for the towns in
which the inmates are incarcerated are over-counted.What's at Stake?
This process will impact our ability to choose leaders who best reflect our
political views, City Services, public funding and other resources. We will
have to live with the new boundaries for the next 10 years.
