I suppose that in general I agree with Bill D, but near the end of KSTP’s
Stephen Tellier’s piece just after a blisteringly nice survey comment from a
Minneapolis Police Department officer, is this:

I also don’t believe much of what we get from KSTP News (it is tough to be the
worst or a bad lot in this market like ours, i.e., all local television news is
pitifully inaccurate and dumbed down, even that from twin cities public
television).
It is probably a relative few of those one out of three dissatisfied MPD cops
with perhaps a smattering of the two of three who are satisfied, who make me
come up with ideas like dissolving the MPD and contracting with Hennepin County
for service while we reset things for a new department (the County would
*carefully* rehire most of the force to do the job or shift it to other
deputies who all could hire on to the new MPD at some point or stay with the
County; either way, we’ve fixed the problem, provided Sheriff Rich Stanek hands
off on any of the process as anyone with MPD connections ethically should). I
thought it was a good way to break one of the few unions in the world with
which I have a problem as well as to improve law enforcement in Minneapolis.
What if you could start over with both new brass and ‘new' rank and file MPD
folks? I wonder if it would cost more or less than slogging along as we have
been and which way leads to more of those “lacking in integrity” among the

It wasn't the topic title I chose. The draft was accidentally released before
it was finished/revised (my computer has a mind of its own sometime). This is
the reason for my equally poor thread topic title, "draft released before
finished" - which explains a lot. I think personnel at KSTP news have had
experience with the MPD that gives them an inside track. And the rest of us
with first-hand experience with the MPD realize that KSTP hit the nail directly
on the head. The fact that Police personnel willingly admit that the
department is incompetent and embarrasing is proof that there are good police
persons. It will only be after the department recognizes that it is
insufficient to serve in the important capacity that is necessary for a city
the size and scope of Minneapolis that much needed improvements will be made.

story and it would be well to take note of the chief message: that a
significant percentage of rank-and-file police officers in Minneapolis mistrust
the police administration which means, principally, chief Harteau. I, too,
mistrust Harteau based on her record to date.
It is clear from the comments that the MPD brass intends to do little or
nothing in response to the report. This is disheartening.
In the aftermath of criticism related to Terrance Franklin's killing, Chief
Harteau announced a program to purge the department of racist attitudes through
training and hiring policies (and, in some cases, firings) instead of reviewing
police practices directly related to the killing. This was wildly popular in a
city with strongly "anti-racist" attitudes. Here was a lesbian, native
American police chief laying down the line to the largely white-male police
force. Women, native Americans, and members of the GLBT community would be
reluctant to oppose the chief on this or any other matter while it did not
matter politically what the white males on the police force thought or felt.
The only way that the white male officers could react to the indignities
directed at themselves was through a survey. And react they did. But again
the police leadership intends to do nothing to win back these officers except,
perhaps, to have more discussions between officers and their supervisors. Who
are they kidding? For an officer to voice his real opinion to supervisors
would invite retaliation.
Given the political realities, the city of Minneapolis is being short-changed.
