Editor's Note: Where has the time gone? It's hard to believe it's already
nearly September -- that means shorter, cooler days in the Northern
Hemisphere, and longer, warmer days in the Southern. Despite the often lazy
summer days "up north," E-Democracy volunteers have had a very busy and
productive few months starting new forums, mentoring new forum managers and
navigating the realities of a very tight economy to find a sustainable
funding model for outreach efforts. Starting with this issue, we will begin
exploring the logistics and benefits of starting and issues forum, and we
also have a somewhat abbreviated version of our hot topics column. Want to
