A Target built into a multi-story multi use facility is a lot better
than a one-story Target with a large separate low-taxed parking lot.
I'll suspend my judgment on the wisdom of this project and the TIFing
of it while I ask a couple questions, lay some numbers on you, and make
a supplemental suggestion.
My consuming habits being different from many, perhaps someone could
tell me if-given the number of easily accessible Targets (with free
surface parking) in and around St. Paul, people would really drive
downtown, fight the traffic, park in a ramp (Grand Ave merchants know
how hated ramps are in St. Paul) to shop at a downtown Target. Since
part of the reason for having a Target there is for downtown residents,
is this location a good one?
Numbers: for detail check www.metroiba.org www.amiba.net and
www.civiceconomics.com. David Morris' newrules.org has other similar
data. Depending on what area and what exact time period we're talking
about, roughly75% of new jobs are created by small business. Of every
dollar spent at a national chain( and Target is one) 43 cents stays in
the local economy: of every dollar spent at a local independent, 68
cents stays in the local economy. Put these facts together with the de-
sire- well stayed by Bob Spalding- to keep our town OUR TOWN, it only
makes sense to have a funded program to develop a strong retail core of
local indies in downtown: stores and restaurants that would not only
work for the growing downtown residential sector, but would also appeal
to conventioneers and people who go downtown for the Ordway, the Fitz,
the Science Museum, etc.
For 5 or 6 million
in grants, loans, TIFS, other incentives, we could build a corridor of
25 or so interesting retailers and restaurants running from the Rice
Park area to the Children's Museum/ Fitzgerald area. For another 3-4
mill we could do a similar, slightly smaller plan in Lowertown. This
would make downtown a vibrant shopping and eating area, raise sales and
property tax revenues, and give close to proper weight to local small
business as the growth engine it is. It takes guts and foresight to see
that 25 small businesses can create jobs and drive the economy for the
same or less subsidy than one large project can. In towns like Austin
Texas, Portland Oregon, and many others, leaders have gotten this
message and are acting on it. How's about we try to do the same here?

Im sure that by now theres a certain fatigue about the situation at 14 E. Jessamine. As the original poster, Ill make a summary of the facts as I see them. First, we have objective evidence that the house is in good condition in the truth-in-housing report which is now posted at http://www.watchdog-news-com. At the same site, you can see more than a dozen photos of the interior. The building from the inside seems beautiful. I should also mention that a structural engineer has looked at it and said everything is OK. I dont have his name now but will have it at the rally at 1 p.m. on Tuesday, February 14th. Second, one poster reported that Zillow.com said that the property at 14 E. Jessamine is worth $287,805. Much of that value would be gone if the house is demolished on Wednesday as the City of St. Paul seems determined to do. Now, on the other side, why does the city want to send the wrecking crew in? An obvious reason is city inspector Steve Magners threat that he would make sure the property was a hole in the ground if Nancy Osterman did not sell the property to an associate for $40,000. Magner needs to maintain his credibility and is carrying through on the threat. For some unknown reason, the citys elected officials seem to be in his pocket. I have put this question directly to 5th Ward Council Member Lee Helgen several times and he refuses to respond. Other Council members seem equally reluctant to respond to an obvious corruption charge that was made in Ostermans sworn affidavit. Some of them say the house is in Helgens ward. What is going on here? What could be a plausible reason? Is this a twist on drug forfeiture laws where Magner is trying to steer the property to a friend? Has money been exchanged under the table down at City Hall? I just cant understand how this could happen and why city officials arent interested. The city has a legitimate interest in demolition if the building poses a real threat to the safety of the inhabitants or others nearby. So what justifies the demolition from that standpoint? The city official interviewed on Channel 5 news pointed out that a window was caulked improperly. Lee Helgen said it is my understanding that asbestos pipes were improperly removed from the house - without offering any evidence for this claim. In any case, the alleged asbestos is not there now, so why tear down the building? Council member Helgen asserts that the building owner missed a January 13th deadline to complete all the work orders. In light of the fact that the neighbors saw a great deal of activity after January 13, maybe the owner snuck in afterwards and completed the work? Does missing a deadline like this justify removing the house on a property perhaps valued at $287,000 and taking it off the tax rolls? This is a totally cavalier attitude about the taxpayers money. If Helgen had the citys best interests at heart, he would reconsider. Another issue raised by Helgen is that Osterman may not be the taxpayer of record. (Yes, but I pointed out to Helgen several times that Osterman stands to lose big money if her contract for deed becomes worthless after the city demolishes the property.) He also has pointed out that there were police calls several years ago and the fact that neighbors complained. (Yes, I know that city police sometimes find it difficult to control crime and, instead, want building inspectors do the dirty work. Yes, every large city has busybodies who phone in complaints. Id like to know more about these complainers and what is the nature of their complaint? Does Osterman have the right to face her accusers?) Apart from the situation with Magner, I think the reason the city wants to tear down this property is simply that this is how Lee Helgen and others like him do their politics. They get political support from these neighbors and seem to be doing something about the crime problem. Afterwards, someone - perhaps a friend of elected officials or contributors to their campaign - may get money to rebuild a house on the vacant lot at 14 E. Jessamine in the name of preserving affordable housing. This keeps the economy booming. In the end, its all about money. Again, a fairly large number of people will be holding at protest rally in front of Ostermans house at 14 East Jessamine Street in St. Paul (off Jackson Street, south of Maryland Avenue near I-35E) at 1 p.m. on Tuesday, February 14 (tomorrow). The sad state of partisan politics is exemplified by the statements made by Mr.
Manillo and Mr. Goldstein. Citizen Manillo can always vent his anger, although
he ought not to try to conceal it under the guise of equanimity, but School
Board Member Goldstein, every time he submits these partisan stink bombs,
continues to tarnish the image of the Board of Education as well as the DFL
party who thought he would be a worthwhile member of the Board.

All of a sudden a call came in for me. The
question related to my brother. I recognized the caller as a Coleman
campaign worker.
Analysis: Mr. Manillo thinks the Senator will take advantage of an opponents
distress. Why, because of a grudge he seems to have been carrying for 14
years? (or longer, if you deal in rumors) And the basis for the grudge,
because he 'recognized' a voice. Well, should the commercial real estate
market go into the tank, Mr. Manillo will certainly find employment with
security agencies doing voice recognition analysis.
And if that does not provide an income, he ought to be able to do well as
someone who knows when a rumor, such as the reason for the senior Coleman's
presence in St Paul, is legitimate. The enemy paper has CJ's gossip column,
but can she tell you if a rumor is false or not, as Mr. Manillo can? Is the
Pioneer Press aware of this? They ought to give him a column.

catch an extraordinary amount of grief in the local papers for mentioning in a

Analysis: If Mr. Goldstein were on the other side of the Board's table, and
were a student, I doubt he would receive a passing grade for objectivity.
Maybe his memory has failed him. Mr. Keillor's article was so far over the
top, that even the public broadcasting crowd jumped ship and cancelled
memberships. And it was not for comments about 'a free ride,' but for his
unwarranted, personal attack on the 'empty suit' Senator. An earlier message
tried to equate criticism of Mr. Clinton with perpetuation of rumors about
Senator Coleman. Until anyone substantiates anything about the Senator's
private life, it is just political partisanship, and has no place in a
legitimate discussion.
As for referring to the Senator as one who does not do anything, it is my guess
Mr. Goldstein was looking at the State's other Senator, the one rated as one of
the worst. The one who knew he could not compete in an election in one of the
most liberal states in the country. Just this week, it was reported in the
Pioneer Press that Senator Coleman was personally responsible for getting the
Army and Arden Hills together, to come to an agreement on the purchase of an
extremely choice piece of land under negotiation for 10 years. I also read
that it was Senator Coleman who was instrumental in extending the time Somali
immigrants will be able to remain in the United States.
I think that Mr. Goldstein may have also forgotten the consistency of the
Senator's opposition to drilling for oil in the Alaska wildlife refuge. But
what can you expect when partisanship replaces objective thought?

I have received a couple of emails, labeled as paid advertisements,
from an address called TwinCities.com, and urging me to vote for
Haas, Montgomery, and Bostrom. At the bottom it says, "Written
communications concerning this mailing may be directed to: MediaNews
Group, . . . Denver, CO 80202." The logo at the bottom indicates
that TwinCities.com is sponsored by the Pioneer Press, although there
is also a disclaimer that says, "This advertisement is not endorsed
by the Pioneer Press."
Does anyone know whether this is part of what the $50,000 campaign

Greetings, You haven't heard from me because I have been on the St Paul streets watching. And because I am in shock. I have not fully processed all of the information. I would say that our downtown is now completely and totally a police state. Remember that in community meetings, we were promised fair and due process of law, with arrests for cause. We have arrests now for "conspiring" to civil disobediance, for presense at an unlawful assembly. Remember we had pre-convention raids on locations and houses looking for common items, here is a copy of one search warrant: http://mnblue.com/node/2131 The locations including the place that Iwitness is staying, a citizen journalist team. There is even a report of burglary where no expensive goods were taken yet everything was gone through, while the people were being detained. Two citizen journalists were not detained, yet all of their stuff was taken - by police. Remember that the police were immediately shutting down places and homes for code violations, when we have not been able to shut down homes for code violations after even a year. It is a case of punishment before due process of law. The police are not providing any information about arrests to bystanders, about why people are being arrested. Fortunately, the people agreed. This was just one incident of many. Time and time again, questioned bystanders who were watching could not tell why people were being arrested. No doubt there are real crimes being committed, however the numbers and armament of force being used is unusually excessive. I have found the police response to be respectful and measured. Were mistakes made, you betchya. But we are dealing with a group of hooligans who simply don't understand common law and decency. Response must be clear and forceful. It has been made clear, and it seems to be the case, that the vast majority of peaceful protesters are being allowed to exercise their 1st amendment rights. For the rest, who have crossed the line, may you be greeted with the full force of the law. I was suspect of the early raids, but as more information has come out, and the behavior of these unruly types is evident, I have to say I think we evaded what could have been a truly catastrophic first two days. The human rights organization is calling on the city and county authorities to ensure that all allegations of ill-treatment and other abuses are impartially investigated, with a review of police tactics and weapons in the policing of demonstrations. The organization’s concerns arise from media reports, video and photographic images which appear to show police officers deploying unnecessary and disproportionate use of non-lethal weapons on non-violent protestors marching through the streets or congregating outside the arena where the Convention was being held. Amnesty International urges that an inquiry be carried out promptly, that its findings and recommendations be made public in a timely manner. If the force used is found to have been excessive and to have contravened the principles of necessity and proportionality, then those involved should be disciplined, measures put in place and training given to ensure future policing operations conform to international standards. Police are reported to have fired rubber bullets and used batons, pepper spray, tear gas canisters and concussion grenades on peaceful demonstrators and journalists. Amnesty International has also received unconfirmed reports that some of those arrested during the demonstrations may have been ill-treated while held at Ramsey county jail. Amnesty International is also concerned at reports that several journalists who were covering the RNC were arbitrarily arrested while filming and reporting on the demonstrations. They include host of independent news program Democracy Now!, Amy Goodman, and two of the program’s producers, Sharif Abdel Kouddous and Nicole Salazar, who were both allegedly subjected to violence during their arrest. A photographer for the Associated Press (AP) and other journalists were also arrested while covering the demonstrations. Kouddous described his arrest to media, “…two or three police officers tackled me. They threw me violently against a wall. Then they threw me to the ground. I was kicked in the chest several times. A police officer ground his knee into my back…I was also, the entire time, telling them, ‘I’m media. I’m press….,’ but…that didn’t seem to matter at all.” Amnesty International recognizes the challenges involved in policing large scale demonstrations and that some protestors may have been involved in acts of violence or obstruction. However, some of the police actions appear to have breached United Nations (U.N.) standards on the use of force by law enforcement officials. These stipulate, among other things, that force should be used only as a last resort, in proportion to the threat posed, and should be designed to minimize damage or injury. Some of the treatment also appears to have contravened U.S. laws and guidelines on the use of force. The U.N. standards also stress that everyone is allowed to participate in lawful and peaceful assemblies, in accordance with the principles embodied in the Universal Declaration of Human Rights.
