This tax increase is just that -- a tax increase. The allocation of
general tax money that has been going to the designated good causes
will almost certainly be shifted in future legislatures. The causes
are primarily window dressing, like cutting sports and music are often
the window dressing for school bond issues, or cutting police for city
tax issues. (Or supporting education for gambling permits.)
If you like to see sales taxes rise -- and can't guess who will pay
for them -- then I suppose this is the tax is for you.

Tim, et.al.,
It is my understanding that this is not just a ballot proposal (or whatever
we call them here in MN). It is a vote to amend the Minnesota constitution.
In theory, creating a constitutionally mandated fund removes the political
wrangling from this funding, making sure that over the years politicians of
either (or any) party cannot siphon off the funds for this or that pet
project in order to boost their political clout.
The Clean Water, Land and Legacy Amendment will provide funding for clean
water, game and wildlife habitat, arts and parks and trails. The 3/8's of 1
percent works out to $0.38 per $100 of taxable purchases. That's less than
the price of one pack of chewing gum...
The fund that would be created by passage of this amendment is a worthy
investment in our quality of life here in Minnesota. Even though sales taxes
are regressive taxes I intend to vote yes for the amendment and encourage
everyone to think of the long term benefits for each of us, our children and
our state and vote yes.

I've been working on the passage of the Clean Water Land & Legacy Amendment
for the last several months and here are various facts I've run across...First
of all, to check on the lottery money go to
http://www.mnlottery.com/moneygo.html You'll find that about 65% of lottery
money goes to payout winners & the retailers. The website explains where the
rest goes.
As a Constitional Amendment the money gathered from this very small tax
increase is DEDICATED FUNDING - simply meaning that it cannot be used for
anything else, that's why it has to be a Constitutional Amendment. If money is
somehow diverted, lawsuits can be brought. Only 3% of the money raised can be
used for overhead/admin costs.
The environmental community has been working on getting this brought to the
ballot for over 10 years - finally the legislature approved it for the ballot
this past February on the first day of legislation (I think it was February).
By having a dedicated funding source for 25 years, long range planning can take
place. On the two year legislative budget cycle, no long term planning can take
place & frankly we need a plan on how we are going to test all of the lakes,
rivers & streams in this state- we have a lot. The fact that you can't eat the
fish or swim in the 40% of them tested so far does not bode well for tourism in
the state of 10,000 lakes. One third of the amendment $ will go to clean up
these waters & our drinking water. Development plans projected for the coming
25 years will take over a million acres of forest & prairie & turn them into
housing and shopping malls as a projected 1 million people move to our state.
This does not bode well for our hunters & the tourism $ that brings in. Not to
mention the wildlife... Another third of the amendment will go to restore &
establish wildlife habitat. The last third will be split between parks &
trails (another money maker for our state) and the arts (a huge economic impact
for our state) Arts money can also be allocated for our schools arts
education, and our historical societies.
This Amendment has the support of the Isaac Walton League, Trout Unlimited,
Pheasants Forever, Ducks Unlimited, Mn Trout Association, Minnesota
Environmental Partnership, Audubon Society, League of Women Voters, Clean
Water Action, Minnesota Historical Society and many, many more groups. Former
Governor Arne Carlson supports it as does Kent Hrbek.
If you want to make sure our water is clean for the next generation & wildlife
habitat is preserved, art is taught in schools & affordable to the masses,
parks & trails are maintained & new ones established for our grandchildren to
enjoy then please Vote Yes on November 4th.

For those who are in favor of this amendment to our state constitution I am
wondering if you really believe the money will get where you think it will.
It won't. Who is going to make sure only 3% is spent on admin. costs?
That is in my opinion a very small fraction of the total amount that will be
raised. I sincerely doubt offices and staff can run on that small an amount.
If the lottery is not supporting our enviroment perhaps it needs to be
revamped. We were told it was going to the enviroment when it was first
started.
Nothing is ever a "very small tax increase". It all adds up to us paying
more in taxes.
I am voting NO and hoping it does not pass.

The legislature, with its usual cleverness, figures that if they don't
have to use their usual revenues for the causes they include in this
amendment, then the legislature will be have more general funds to
allocate to other programs.
Who would be willing to bet $5 that at least half of the new money
will NOT be replacing other funding in the 2011-2012 budget?
