Can anyone explain what would be the benefit to the state of privatizing the
Lottery? The lottery profits far exceed its expenses. If all the profits go
the environmental trust fund, perhaps they should also go to covering its
operational costs. I don't know if that's how the budgeting for this works,
but I know the lottery is highly successful in generating proceeds to the
state. Why privatize a government entity that is successfully generating
income?

I think this is just another way to give money to private parties. It also
eliminates the "cost" of employees and associated non personal benefits etc.
from the State's biennial budget.
Pawlenty has been trying to reduce the cost of government for six years. Of
course, there are those government services that can be done cheaper and better
by private parties. However, every time you privatize something, you bring in a
profit motive and government loses the infrastructure to reclaim the service
should the private company not perform.
So we are paying private contractors to provide meals and support services to
our military. This includes a war zone where the contractor pays his employees
multiples of what it would cost to pay a service man or woman to do the same
job; and the service personnel would be trained to fight and would be under the
command of the our military commanders.
While privatizing the Lottery is considerably different than privatizing
military support, the outcome could be similar. Imagine, lottery employees
making minimum wage figuring out a way to get at the winning tickets, Imagine
adding a profit component to the contract that guarantees specific base
payments for periods when the income from sales is low while paying bonuses
when the sales meet certain goals.

My point is that the Lottery is a highly efficient business operation,
experiencing a record sales and profits that go to the State. Why would you
let an operation like that go? Is government only able to hang onto
operations that cost its taxpayers money? That makes no sense to me.
