A question from the other side of the River...
Mpls will be copying St Paul's way to get a handle on news box proliferation,
poor maintenance, blocking access. Sounds good up to this point...
......we will be charging $39/year/box.
Am assuming inflation will be automatically figured in every year.
Find it hard to believe that inspections will cost from $195K to $234K.
Also have a concern about the impact it will have on community papers (English
and non-English print), 'affinity' publicationsand freebies.Will this limit
access to news?
How is the regulation working in St Paul?
Do you use fines to recover costs?
What was original council discussion like and why did the city choose not to
charge for a license?
If St Paul can do it, why can't mpls.?
