Thank you for the inquiry regarding the Roseville Pathway System. This e-mail will hope to do two things: 1) an opportunity to provide a thank you to all for a wonderful Rosefest 2008 and 2) answer Nicole's pathway system questions. First, taking the opportunity to thank all the volunteers, businesses, City Council members, Parks and Recreation Commission members, all City Departments, all participants, all of the many affiliated groups, individuals and staff that supported, participated, staged and executed a safe, well organized, well attended and well spectated Rosefest 2008, one of the best ever! The weather ordered worked out perfectly! The Rosefest Celebration began on June 23rd with the Rose Parade and culminated with an all day 4th of July "Party in the Park", and lots in between. Spectators and participants were spectacular and the volunteers and staff were, as always, nothing short of amazing. It was a fitting celebration as the beautiful community of Roseville turned 60 years young! Events like this are planned all year long and it takes everyone to make it all happen! As a resident and an employee I could not be prouder!! We are so very lucky to have so many people who care and who are involved. It is certainly something that makes a community and larger area great! Thanks again! The Pathway System Master Plan is currently being reevaluated by a committee of several citizens including representatives of the Public Works, Environment and Transportation Commission, the Parks and Recreation Commission, Active Living Ramsey County Bicycle Committee and several members at large. The following is in hopes of answering Nicole's questions on the Pathway System Master Plan as they were outlined : 1) I am interested in the 2002 proposed segments. A) Have any of these been approved/built yet? 1) The overall Pathway System Master Plan is an approved document which is currently being updated by the committee mentioned above. 2) In relation to the map and the 2002 plan proposed segments specifically, funds to construct those trail or sidewalk segments have not been identified, hence have not been built. However, through grant opportunities (leveraged funds) there have been several other pathways that have been built into the system since 2002. Most notably they include Cty. Road. B2, Larpentuer Avenue and South Owasso Blvd. 2) Currently there are no new pathway construction fund monies identified in the budget. Grant opportunities continue to be sought on a project by project basis and are considered along with the ongoing maintenance costs. B) Do they represent bike lanes, paths, or it just depends on the section? 1) It depends on the situation/section. 2) Fairview Ave north of B2 has the red stripe on one side (where I know there is a path) and a purple on the other. Does that mean there will be a sidewalk installed on the west side of the street after the B2 crossing? A) Yes, there has been a need identified for a parallel sidewalk or trail on both sides. 3)I am also curious about what looks like a 36 crossing into the Rosedale center? A) This indicates an identified need for a pedestrian bridge. The current committee is also assessing other potential roadway crossings in this area. Thanks again for the inquiry. I hope that this helps and that I interpreted your questions correctly Nicole. If you or anyone else has further questions, clarification needs, or would like to provide input, please feel to communicate with any of the Pathway Committee members, Duane Schwartz, Deb Bloom, Jeff Evenson or myself directly (my contact information is below). Input is always welcome and appreciated! Lonnie,
Is there any chance that the County Road C trail will be extended west
under 35W? I see that there is construction going on there currently. Also,
would it extend along the old railroad trackbed to the Minneapolis Diagonal
Trail that ends at Walnut?

Thank you for joining our forum Gene! Feel free to take a moment to
introduce yourself
I believe that the plan is to extend the County Road C pathway under the 35W
bridge to connect with Long Lake Road. The pathway will go under the
bridge in the same way that the County Road B path goes under Snelling.
There is a map floating around with a projected plan to extend the pathway
along the railroad right of way to connect with the Diagonal trail. It
doesn't seem like that plan is realistic as it doesn't sound like the
railroad has any plan to abandon the line.
Ideally, it would be nice to have the pathway extend to Walnut. This would
make a much more logical route to connect the County Road C path with the
Regional Diagonal Trail that extends from Walnut all the way along New
Brighton Blvd and along Stinson.

Thank you Gene for your interest and your good question. Thank you Ken for the thorough explanation. Thank you Ken for that explanation.
To further clarify, the County Road C off-road pathway connection under 35W,
between Cleveland and Long Lake Road, will be constructed when MNDot has
completed their repairs under the bridge. Weather permitting, they should be
complete by the end of the week. If MNDot meets this schedule, the pathway work
should be done by the end of July.

Wow, that connection will be terrific. Thank you, Lonnie, for answering my questions thoroughly. Is there going to be a document released of the priority of the segments before the public meeting? Or is it based on a set timeline, with the proposed 2002 segments getting the first shot? Roseville has an interesting role to play in transit, not only as a big retail destination, but also as a place that people need to pass through. By working with the Bikes2Benefits Program, I have seen an increase in the number of people commuting to work in Roseville, a few coming from Roseville, and also those having to travel through in order to get to workplaces northbound. It's nice being able to use roads like Lexington, County Rd C & Roselawn as known good choices (Fairview is OK ;) ), especially for new cyclists. Bikes2Benefits: http://www.metrotransit.org/bike/bike2benefits/ PS I don't know who is responsible (city or property owners) but the path on Fairview from the intersection of County Rd B to the underpass of 36 needs to be trimmed back! This was of a couple of days ago so forgive me if it has been taken care of.
I guess I might be able to somewhat answer my own question! It looks like Roseville was one of the lucky cities to receive a bike/walk grant and it looks like Fairview will be the first target. http://www.tlcminnesota.org/Resources/NTP%20Program/solicitation/2008projects.html
Don't forget about the public input session on the pathways master plan tonight: http://mn-roseville.civicplus.com/index.asp?NID=1274
I would like to thank those from the city and also the Pathways Master Plan
committee that have worked hard on this proposal. As a cyclist, I have to say
that I learned quite a bit about the problems that pedestrians face and am glad
that this proposal addresses the concerns of those that choose any sort of
non-motorized transportation. It is also great to see cities working together
to improve the overall infrastructure.
Now if you'll excuse me, I believe there is some fresh pavement under 35W that
needs to be tested....
