We read that 'IndigoVision's complete IP Video technology has been chosen by the London Borough of Newham to replace its ageing VCR recording system and to provide a platform for future migration to a total IP-CCTV solution' We read on 'Like many other inner city areas Newham Council face a complex security environment, including anti-social behaviour, drugs, criminal activity and traffic issues. High-quality CCTV images are fundamental for both the Council and the police to manage this environment and to ensure public safety'. All very noble cause one would say...BUT... Apparently there are 200 of this new CCTV camera systems going up in North Woolwich alone (presumably to protect the Police bunker there ?), with another 600 going up else where. We are told that this will happen as 'budgets become available'. But which 'budgets' exactly, how much is being paid and to whom, and who exactly is paying for this CCTV Utopia... surely not us long suffering residents of Newham again ? Mike and All I'm quite stunned that there should be any cynacism here regarding Newhams CCTV utopias effectiveness. After all it was Newham that pioneered the CCTV Face Reconition System in the late 1990's. So effective was Newhams new CCTV Face Recognition regime that between between 1999 and 2002, that crimes of violence went up by 4%, theft increased by 10%, robberies increased by an alarming 38%; and burglaries went up slightly. To be fair criminal damage in the borough did decrease by some 8%. The longer term success though of Newhams CCTV Utopia is plain for all to see - Newham is now apparently the official worst crime spot in London ! What a pity they do not think about using cctv cameras to stop fly tipping ,
when the same area is continually used usually by the same people and they are
living in the vicinity of the fly tip , this is not just a piece of paper its
mattresses ,settee's
bikes, garden furniture, large cooking oil cans all strewn along the pavement .
The council
are given the address of the people ,and have even caught them in the act and
made
them take it all back in ,only for them to put it out again two weeks later .
I am sick of living around filthy people that find this kind of behaviour
acceptable.
The council should invest in some caravans over the council tip to house those
people
that are so fond rubbish , maybe we will all be happier.

"...issuing an image of the suspected offender for publication." ... "People tell us crime and anti-social behaviour is their main concern..." So, why not publish photos of suspected Murderers, Muggers, Rapists, Sex-Offenders, Politicians. In fact, why not all SUSPECTED offenders? Dear Carol,
I too am fed up to the back teeth with the filthy state these days of Newham.
From my first floor lounge I overlook a regular fly tipping and rubbish dumping
spot . The offenders are in the main local residents whom I could indentify. I
dare not intervene for fear of reprisals.
I have three Councillors representing this Ward of Custom House and none of
whom ever visit this area to see for themselves the state it is in. I also very
much doubt whether Councillor Leitch knows where Custom House is.
I am 80% housebound due to my medical condition and rarely visit other parts of
Newham but I am sure that they are also in the same state as here.
Last month a local resident a woman over 60 complained to another resident
about the mess he was making by spilling motor oil over the pavement she was
threatened. When she complained she was told that her complaint was tantamount
to harassment and could be construed as anti social behaviour on her part.
I rely on the Internet to purchase items for my medical condition. I made such
a purchase and awaited its delivery only to be told that the delivery firm DHL
will not deliver packages in this area, but, that I could visit its nearest
delivery centre in Vauxhall in South London or nominate a friend or a relative
not living in this area I choose my Son who lives in Ingatestone Essex.
Every morning I spend at least 15 minutes picking up the rubbish that finds its
way onto my front drive
This is the Newham that the Mayor constantly tells us is the place to live and
work.
Custom House is certainly not the place to live if you want your children to
have a decent education. The local Secondary school has been placed on notice
for failing standards. This has not only just happened, for years this has been
known to the Mayor and his highly paid Advisors and they have done absolutely
nothing about it.
If only he would concentrate more on the matters affecting this area, instead
of acting as a theatrical impresario with his parties in the Park.

I'm interested to know who she complained to.
Has she made a further complaint about this response? If not, I'd be more than
happy to assist her.
Is it my eyesight, or is there something wrong with page 10 of the PDF version
of the very latest Newham Mag.
This page is supposed to feature the much-trumpeted pictures of litter louts; I
downloaded 3 copies of it and each has blank spaces where the photos should be.
If my eyes are not deceiving me, this is most definitely one up for Newham
Council's use of modern technology - no wonder no real criminals ever get
caught via CCTV!
I've just seen a copy of the printed Newham Mag and the pictures are in there.
It would be interesting to see how many of these individuals do get prosecuted
or fined.
I still stick with what I wrote in the Recorder: this is a cheap gimmick and
more litter bins and a visible "warden" service (perhaps re-deploying the parks
constabulary - in non-police type uniforms), used in conjunction with the CCTV,
would be much better. And, why is it that the council cannot catch prolific
fly-tippers on camera (vehicle registration numbers and the like)?
I submitted a FOI request to the council and was informed that it costs £
509.38 to purchase and install each litter bin on the street (there are no
economies of scale, or so I've been informed). I worked out that, if the
Mayor's appointed advisors all gave up one half of their special allowances
(based on last years figures - £222,377.50), the Council would be able to
purchase 436 extra litter bins to place around the borough.
Go figure....
I hope this works.
I've attached a photo that makes litter dropping seem trite... surely, the
Council must be able to knock on this person's door and ask them to clean the
mess up!
