Dear Honorable Mayor Betsy Hodges,
Please authorize the Minneapolis Police Department to release to the public
all videotapes and other evidence related to the use of weapons by police and
resistance encountered by police during the arrest of Jamar Clark.
Please ask the Bureau of Criminal Apprehension to make public any of the
above requested evidence collected or created by the Minneapolis Police
Department and by the BCA that is now in the BCA's custody.
The data which I request is classified as "public at all times" by Minnesota
Statute Chapter 13, Section 82, subdivision 2.
Subd. 2.Arrest data.
The following data created or collected by law enforcement agencies which
document any actions taken by them to cite, arrest, incarcerate or otherwise
substantially deprive an adult individual of liberty shall be public at all
times in the originating agency:
(a) time, date and place of the action;
(b) any resistance encountered by the agency;
(c) any pursuit engaged in by the agency;
(d) whether any weapons were used by the agency or other individual;
