Ok, it appears i was unduly pessimistic about how much tagging the Gala Bingo
site would attrac (still only fly posters so far), so perhaps it isn't
appropriate here, but the council's Clean & Green Team project officer agrees
that murals by street artists can be a successful approach to discouraging
tagging on heavily tagged sites:

Denise James, the council's clean and green team project officer, said: ...
"We used a young artist and ex-graffiti offender to put up a mural in an area
that had previously been covered by tagging.
"It's been very successful and has not suffered any attacks since it was put up
in 2005."

Decorating Gala Bingo with the "help" of graffiti
writers will increase the amount of tagging etc on the
surrounding properties. By "trying" to attract
graffiti writers to decorate the property you would
actually be potenitally encouraging them to cause
criminal damage as it would be extremely doubtful that
the property owners or their agents would condone the
use of graffiti on a property that is on the open
market. Just because it is not on their website
doesn't mean that they are not actively promoting it.
Last nights audit of North Street was, in part, about
reducing graffiti in the area and not encouraging it.
There are several different agencies in the area
trying their hardest to tackle the graffiti problem,
we shouldn't be seen to be doing anything that will
encourage it in the slightest.
