Would you say that issues forums are useful at the first stage of
mediation or negotiation that leads to policy formation, stage 1 in the
diagram on http://www.qub.ac.uk/mgt/papers/prefer/mednproc.html ; while
ePanels are useful at stage 2, exploring problems and coming up with
alternative solutions?
