Looking on the bright side, because the chemist is moving into brand new
premises, this isn't a loss of an retail shop -- rather, we will be gaining
one!
The problem in Headington at the moment is not that shops are applying for
change of use -- indeed, if they did apply for a change from A1 (retail) to
anything else the planners would not allow it because of the Local Plan.
Rather, they seem to be moving in and becoming whatever they want to be without
the council's blessing.
I hope that all this is about to change. Starbucks has just submitted the
following retrospective application:
08/01534/FUL
Change of use from retail (use class A1) to a mixed use as retail and cafe
(A1/A3).
Change of use of part of pavement to seating in connection with the above.
This presumably means that any future coffee shops knocking at Headington's
door will have to submit a similar planning application, which is unlikely to
be successful, as the number of retail shops in Headington is currently
hovering on the magic figure of 65% stipulated in the Local Plan.
