Here's the American Heritage Dictionary definition of
"consensus":

   1.   An opinion or position reached by a group as a
whole:  "Among political women . . . there is a clear
consensus about the problems women candidates have
traditionally faced"    (Wendy Kaminer).   See Usage
Note at redundancy.
   2. General agreement or accord: government by
consensus.

Here's the American Heritage Dictionary definition of
"civility":

   1.   Courteous behavior; politeness.
   2. A courteous act or utterance.

Consensus and Civility are not the same thing. One is
(hopefully) the goal; the other is the primary means.
