Headington's subway (underpass)

The times I have not used the subway are (a) when there is very little
traffic about (rare) and (b) when the traffic is jammed stationary (often at
present, but as Mike says maybe less often if the lights and other measures
improved traffic flow)
NB. With the subway would go the railings for displays and the site for the
community notice boards.
