But others can join in. As most people know, by the end of 2008 all of Bristol is due to be divided up into 14 'neighbourhood partnerships'. This is part of a long term process to decentralise and better coordinate the administration of services at a neighbourhood level. It will apply not just to BCC services, but other services such as the police and possibly health. Partnership area will be made of either two or three wards, ie 20-30,000 people. Setting aside the point that this is scarcely a 'neighbourhood', there needs to be some discussion about which wards fit best together. At one level, this ought not to matter too much, afterall, we must hope that partnerships will cooperate together: replacing service delivery silos with geographical ones would be stupid. But, we might as well get it as right as we can initially. So, the question is: Should Windmill Hill ward be joined in the Neighbourhood Partnership including Knowle and Filwood wards (the current proposal) or in the partnership that's already functioning and is made up of Bedminster and Southville wards? I guess it's partly a technical question of public administration, but it's also an emotional one. Does Windmill Hill feel part of 'Bedminster' or part of 'Knowle'. Cheers, Ben.
