I know St. Paul's no-kill Feline Rescue (north of University on Fairview) is
involved in a program called Neuter Commuter, which is a roving spay/neuter
operation that scoops up feral cats, spays/neuters them, and releases them.
It's generally understood that if you remove cats form a feral population, or
simply kill them, the feral "community" will sense a need to re-populate and
even more cats will bear litters. If feral cats are spayed/neutered, over time
the community will shrink.
