It's good to see the following item in today's Oxford Mail (12 May 2008)
following on from the Headington North NAG's deciding to tackle pavement
cycling as one of its priorities; but why weren't the cyclists given fixed
penalties?

OXON: Police say they will clamp down on cyclists riding on pavements after
spotting 33 in just two hours.
Police in Headington have carried out four surveys at the junction of London
Road and Windmill Road in the past month.
The highest number of culprits caught was 33, between 3pm and 5pm on Monday,
April 28.
None were given fixed penalties.
