Nice idea Andy but I believe it would be illegal. The
Commerce Clause of the constitution prohibits one
state from discriminating against the products of
another.
There is a way to accomplish what you want though.
Require returnable beer containers with a large
deposit. It was the nonreturnable bottle that allowed
the interstate shipment of beer and the growth of
megabreweries. Requiring returnable containers makes
it much more expensive to ship beer over large
distances and favors local breweries.
