CTEP Mission: The AmeriCorps Community Technology Empowerment Project
(CTEP) bridges the "digital divide" for recent immigrants and low-
income communities in Minneapolis and St. Paul, Minnesota.
JOB DESCRIPTION:
St. Paul E-Democracy (SPED) is looking for a self-directed,
enthusiastic, creative, and disciplined AmeriCorps member who will be
responsible for the ongoing organizational function of SPED’s
Outreach initiatives, help evaluate the work that SPED has done so
far, improve the quality and content of its workshops, and expand
SPED’s reach beyond present projects.
Member would work closely with SPED volunteers to:
1) Community Outreach - Develop a plan to publicize and promote
SPED outreach activities, along with priorities and strategies
for
implementation. This would include:
a. Identifying target audiences
b. Identifying potential partners
c. Identifying existing curricular or other resources
that can be used in the classes
d. Developing materials necessary to implement activities,
such as brochures, handouts, audio and video materials
e. Designing evaluation and assessment tools
2) Workshop Development and Implementation - Work with community
members to determine needs and content for two-hour “intro”
classes on various tools for digital participation
(podcasting, blogging, citizen media, etc). This would include:
a. Developing class curricula and materials to offer classes
weekly in Rondo library and in other community venues as time
and resources permit
b. Matching SPED volunteer skills with classes needed
c. Coordinating SPED classes with other organizations such as
the library
d. Creating on an ongoing basis a two-month calendar of
available classes
e. Coordinating SPED classes with other organizations such as
the library
f. Publicizing
g. Designing evaluation and assessment tools
3) Volunteer Management – Help set up and maintain a volunteer
management system:
a. Identifying new volunteers and support existing volunteers
for
tabling, presenting workshops, and doing community outreach
b. Training and schedule workshop presenters
c. Scheduling volunteers for tabling and community events
d. Scheduling monthly volunteer meetings
4) Sharing Knowledge – Communicate electronically with
E-Democracy.Org colleagues working on other projects in the
US, UK, and New Zealand to share ideas, techniques, workshop
curriculum, and promotional templates.
5) Linkages with SPED - Communicate the activities of the SPED
outreach committee to the broader SPED community and seek
linkages
between outreach activities and other SPED projects.
6) Personal Initiatives - Initiate new projects that take advantage
of AmeriCorps member personal skills and interests and fulfill
the
mission of SPED.

For those of you that have college age kids looking for a year off, or
recent grads trying to decide their next step in life, I'd encourage you to
have them consider serving as an AmeriCorps Member.
While in college I assisted a program applying to become a AmeriCorps site
during the first ever round of funding. The multi-site program was
successful in its application. After I graduated I did a year service
through AmeriCorps on the West Side of Chicago. I relocated back to the
State of Minnesota and became a state program officer, conducting monitoring
and compliance and grant coordination for a number of state and federal
education based programs.
AmeriCorps, by far provided youth, and adults serving a chance to really do
something that had an impact on the community that they served. My
involvement and exposure to AmeriCorps that spanned the first 5 years of its
existence was very worthwhile.
One thing that made the program successful was the point that a site funded
by AmeriCorps, and hosting AmeriCorps Members should really only be looking
for funding to operate for about 3 cycles. I have no idea if this is still a
criteria.
I read through the CTEP positions, and they all seem to be challenging. Its
amazing to me though that there are going to be 26.5 positions, nearly all
of which seek to "bridge the digital divide for minorities, low income and
new immigrants." There going to be busy, the target communities that is.
The positions describe working with kids and doing all kinds of good things,
but on my cursory glance of the positions, less than 1/2 of them included
the training of volunteers to assist with the programming and long term
sustainability.
From my experience and having been away from the program for some time now,
the position description posted by Saint Paul E-Democracy was by far the
best one. Percentages of time on responsibilities gives the member to be a
basis for measuring their performance. Many of the others were "feel good"
goals. And most importantly the position targeted the training volunteers.
This means SPED is on the right track to utilize its membership, train them
and do the work of the AmeriCorps member. To me this is an A+ concept.
The program has been a political football over the years, and does promote a
sense of idealism, but trade that idealism amongst a few AmeriCorps members
that may translate a little empowerment to the recipient of their service,
we all win in the end. Even I served with a sense of idealism. Along the
way I learned a lot about government funding, duplication of efforts,
non-profit politics, and turf wars. A little idealism was stripped away to
make room for a better understanding of reality.
So again, for those of you that have college age kids looking for a year
off, or recent grads trying to decide their next step in life, I'd encourage
you to have them consider serving as an AmeriCorps Member.
