Recently we've seen an increase in the feral cat population in my neighborhood.
Last fall, I caught and kept one of them myself. However, they pose a danger
to the neighborhood and they are themselves in danger (a pack of coyotes lives
across the street.) Is there a no kill organization who will collect them, and
relocate them to a more secure situation? I can attempt to catch them, but
don't have the resources to secure them.

I have heard there is some kind of program to deal with the feral cat
population in the city.
I'm not sure if the Humane Society is involved, but Renee Rude is the
manager in St. Paul, and I'm sure she can answer your question:

I know St. Paul's no-kill Feline Rescue (north of University on Fairview) is
involved in a program called Neuter Commuter, which is a roving spay/neuter
operation that scoops up feral cats, spays/neuters them, and releases them.
It's generally understood that if you remove cats form a feral population, or
simply kill them, the feral "community" will sense a need to re-populate and
even more cats will bear litters. If feral cats are spayed/neutered, over time
the community will shrink.

Animal Ark of St. Paul in conjunction with St. Paul Animal Control has a
program for feral cats called spay and release. The theory is, if you take a
feral cat off the streets, another one only takes its place.
With spay and release, by spaying feral cats they stop reproducing and the
feral population is reduced over time.
