At a number of grocery stores, there were plastic cards for sale. As I recall,
the grocery cards can be in any increments of like $5, $10 and $20. The problem
is that downtown is far away from grocery stores. It would be nice if the city
sponsored plastic cards that could only be used to purchase food, that people
could give to panhandlers. Then you know that you are only offering food. The
plastic cards would also make the receiver less of a target for people
desperate to buy street drugs. I think this would a solution that would be both
friendly to people who really need a meal and also discouraging to those people
who want money to support an addiction.

What is stopping the panhandlers from selling a $20 cub card for $10
cash? How many of you who ride the bus have been offered bus cards
from people for cash or tokens when they were used? Where do you
think they get those cards?
It isn't a bad idea but if the panhandler wants money for booze or
cigs or drugs, plastic food cards isn't going to stop them i don't
think
