I think we have discussed this before, and the motion is a straightforward,
sensible approach, so I will vote for it. But let me insist once more that
the only way that the rules of order for passing a motion really make sense
is to observe the following sequence:
- one member makes a motion
- another member seconds it
- having been seconded, the motion is open to discussion, which may in
some cases last for quite a while, until brought to some sort of termination
- the membership votes on the motion
Implications:
- to second a motion is only to agree that it should be discussed. It
is not illogical to, and one is free to, second a motion and then vote
against it.
- to move directly from seconding a motion to voting on it is in
effect to deny any other member the opportunity to ask a question about it or
express an opinion about it.
I think the above should be true of electronic meetings as well as of
meeting rooms.
