I knew that buying a house on Lexington across the street from Central Park
would mean that I would have complaints, but there are some I think Roseville
can address:
1) Loud stereos/bass (loud enough at well after 10 pm to rattle our windows and
wake up our son). Roseville does have a noise ordinance.
2) Speeding on Lexington Avenue and side streets in the area (I actually saw a
little girl get thrown off her bike by the wind from a pickup going way too
fast on our street)
3) Vehicles not stopping for pedestrians (this is getting better with the
semaphore, but it is still an issue)
4) Better posting of parking regulations (we often have people try to park on
the north side of our street which is south side parking only).
5) DNR specific: Monitoring of the people fishing at Lake Bennett who are
taking all the fish they catch regardless of size or limit.
6) Cleanup of the debris (pop cans, bottles, plastic bags) in Lake Bennett.
1&2&3 can be combined by the officers who do occasional speed traps on
Lexington increasing the frequence, stopping people for excessively loud
stereos or ticketing people for not stopping for pedestrians
4 - more signage and ticket people who are parked illegally
5 - DNR needs to monitor, I have called them, but they do not care to respond.
6 - since Bennett is a no boating lake, and the debris cannot be reached from
shore (usually), I would think Parks & Rec would have to take care of this. We
can all assist by making sure anything we bring in is thrown out in a garbage
can or taken with us when we leave.
I am also considering posting no trespassing signs in my yard because people
will walk over 30 feet into our yard to pick the fruit from our trees.
Maybe Chief Sletner can explain why a squad was parked on the Dale Street
bridge watching speeders on Highway 36 for most of the evening yesterday
instead of addressing some of the complaints you have outlined?
In addition, maybe she can do a quick review of the regulations concerning
citizen arrests so people like yourself can address these neighborhood issues
while the police patrol the freeways.

i'm still wondering why:
1) those squads that sit on the inside shoulder of highway 36, do so without
having any lights on, which, according to the state highway patrol, is a
violation of state law. many times they are up against the concrete barrier, so
if you had an emergency, moved onto the left hand shoulder and didn't notice
the squad car until the last moment, is it best to ram the back of the squad,
or swerve back into the left hand lane of traffic and possibly cause a
multi-car accident?
2) why do roseville squads spend so much time in maplewood? i believe maplewood
has their own police dept. one day i saw 2 roseville squads that had pulled
over a car deep in maplewood while a car flew by me on highway 36 going at
least 80-90 mph, in roseville.
i would suggest that anyone having a problem in their neighborhood to get
together as a group and go to the city hall to discuss the problem with the
appropriate city official. going there by yourself doesn't seem to get any
action.
as always, these are my thoughts as a private citizen.
My husband and I have brought these issues to the police department and the
reserves. Once we did, we started seeing the speed trap at Central Park (and
have seen many vehicles pulled over). The semaphore on Lexington at Oakcrest
(Central Park entrance) is new in the last couple of years as well.
I'll have to mention the trash issue to Lonnie in Parks and Rec the next time I
see him.
The group of neighbors idea is a good one. I'll have to talk to my neighbors
and get some input from them. We are lucky to at least know some of our
neighbors.
Also, looking into the ability of a citizen's arrest is a good idea, I'll have
to look at the Roseville City Code tonight and see what I can find out.
As for the location of officers, I do know that the RPD has a limited number of
officers and reserves (and the reserves are severely restricted in what they
can do). I also know that there are others in Roseville who have problem areas
that the police are requested to assist with as well.
I count some of the officers/reserves as acquaintances, if not friends, due to
our work with CERT. My husband's father was a Roseville Police Officer for
over 20 years (so many of the issues we are speaking of here, were issues he
dealt with in the 80's). I know they are stretched thin. They are recruiting
Police Reserves again (they've tried to recruit my husband).
Central Park is one of Roseville's jewels and thousands of people visit it
every year for the events that occur at the bandshell not to mention the parade
and fireworks. Many of those people walk by our house. I want them to be able
to cross Lexington safely and for them to be able to enjoy their time in the
park.
Maybe all those squads are over in Maplewood just looking for that elusive
Chipotle burrito...??
