during monday night's council meeting, mr. sands brought up a topic which i
have been mentioning to the council for a few years. that is, to explore other
ways of doing things in roseville.
similar to what mr. sands had to say, i would like to have the city explore the
possibility of having the county take over the administration of our police
force and having maplewood take over the administration of our fire department.
i would keep our on-the-street police and fire employees, but possibly we could
save a lot of money by having an outside organization take care of the
administration work. last time i looked, we spend over $600,000 on police
administration and a very large amount on fire administration, and maybe an
outside organization could provide those administrative services for a lower
cost while we maintained the same or better services because the on-the-street
employees would be the same.
the sheriff department provides police services to a number of cities around
roseville, so you would think they could provide cost savings to roseville by
doing the administrative work at a lower cost than what we now spend.
maplewood seems to have a great fire department - they even have their own
paramedics and people in medical emergencies do not have to wait for allina to
show up from their vadnais heights location. i'll be willing to bet that
maplewood could provide fire department administrative services for a much
lower cost than we are now paying by having our own administration.
if we did have outside organizations providing police and fire administration,
the roseville city council could still set the standards that we would want
those departments to meet, but through economies of scale, i believe we would
save substantial dollars. if roseville can save other cities money by offering
telephone, IT, and engineering services to those cities, why couldn't the
county or another city take over our police and fire administrative work and
save roseville some money?
if anyone else agrees that we should at least explore these possibilities, i
hope you will let the council know your feelings, because on my own, i can't
not get them to even consider this option.
