Thanks to three city councillors for the clarification. I think I
understand it better now.
The main point to make is that the map shows that the North Headington
NAG covers the shops on *both* sides of the London Road. So I imagine
that there could be issues affecting the Headington District shopping
centre that you may want to bring up this weekend even if you live in
a neighbouring NAG.
The Neighbourhood Action Group map that Joe pointed out:

shows that 22 neighbourhoods will be covered by 12 NAGs.
I gather that only two NAGs have operated in Headington up until now, namely:
(1) Barton, Sandhills, & Risinghurst NAG: covering Barton (Area 9)
and Sandhills and Risinghurst (Area 13)
(2) Wood Farm, Girdlestone, and South Headington NAG: covering
Headington South (Area 13) and Wood Farm & Girdlestone (Area 15)
So the North Headington NAG which is just about to be launched covers
just one neighbourhood (Area 8), which comprises the Headington and
London Roads themselves and all parts to the north of those roads from
Headington Hill to Barton (plus a confusing detour to include Oxford
Brookes University and Cheney School).
I don't think that the Marston and Northway NAG which will cover
Marston (Area 4) and Northway (Area 5) has been launched yet, but I
may be wrong.
