I wonder if the LRT wasn't a factor for Minneapolis's higher score.
Another point of distinction (I believe) is Minneapolis's parking
ramp fees that reward car pooling ... I don't think St Paul has a
comparable program (nor do I think they own parking ramps as
Minneapolis does).
Here are the respective scores and the available points:
MPLS Electricity: 7.8 Transportation: 7.4 Green Living: 2.8 Recycling/

Some numbers to help with this. It is estimated that about 40% of commuters
into downtown Minneapolis use transit while only 20% of commuters into
downtown St Paul use transit. These are pre-rail estimates. Also as far as
the size of employment, downtown Minneapolis has about twice as much
employment as downtown St Paul (very roughly speaking).
