School board's Nov. 4 work session cancelled. Haven't seen the school board
budget yet (does anyone have a link?).
No library board meeting this week. Won't know disposition of library board
budget until co. finishes presentations (mid.Nov) followed by the 'Mark up'.
Deep cuts in personnel (altho will try thru attrition vs. layoff, cuts will
mean less service), suggested keeping 1 of 2 bookmobiles and adding a little
back into books/collections. The Central Lib. decades old business INFORM
system (fee based) was eliminated.
From legislative emails, no Mpls specific meetings.
Park board meeting on Wed., proposed budget is available (see below). Cuts went
from $500K to $130K several weeks ago to a balanced budget. Capital allocations
remain a challenge as presented in the Mayor's recommended Clic. Read budget
for revenue and expenses and graphs comparing large increase in city levy vs.
small park board share. Looks like the distribution between the city and the
library board...starvation.

Last week the Friends of the Minneapolis Public Library voted to be part of the
County Library Foundation. Foundation board will be appointed with decisions
made by the county library board. Unlike the Friends, it will not have a voting
membership.
Also last week, finance presented the capital and 5 year direction as well as
the pension report. Last week's presentations made for a very scarey Halloween.
Even before the October 'surprise', the outlook wasn't good. Pension forecasts
include a range of liabilities from 'worse' case to 'worst' case. Council
members expressed 'concern'.
Sewer, water, solid waste fees will need to increase.
Library Referendum dollars will continue to be transfered to Henn. Co. for the
Mpls. lib. rennovations until 2030. Before the Oct. surprise, the mayor
recommended using the " LEGACY FUND " to fill the gap in public works projects;
on Friday some Cm's suggested saving some of that as a cushion. Not much left
in the contingency fund or another reserve development fund.
Discussion of special levies for development, bond redemption and pensions.

3rd qtr. financial report to be given in W&M Monday.
The 2010-2014 Recommended 5 year Financial Direction Power Point isn't on line

Another discussion item that still needs resolution --the $3M for stadium
related infrastructure improvements. Which mechanism to use in financing
it...and the timing of those revenue receipts. While being discussed, I guess
it will be rubber-stamped by the council.
On another subject, Cm Goodman raised concerns on how some funding would be
used...and why the county might have 'concerns' with the city's use of $..
Who says budgets are dull ???
Last chance to comment on Henn. co. ***SW LRT routes ***(to the stadium, other
routes linking up greenway, Library)...Friday, Nov. 7 .
Add a few minutes commuting time from the suburbs or service more Mpls
residents/business...and offer option to burbs to stop in business corridors? A
plus for one of the routes would be to compensate for the lack of parking when
the ballpark site was chosen.
Last open house by Xcel Energy for building two new power substationsin south
Minneapolis,Thurs., November 6th from 12 to 2 p.m and 5 to 7 p.m. All open
houses will take place at the Midtown
Exchange, in the lower-level conference room.
LONGFELLOW n'assn sponsoring a Renters Green Open house...green projects
tailored to renters.
Dinner, prizes, childcare provided, help with transportation, Spanish
translation svcs...now that's how to get people to and hold a meeting !!!
Will this kind of neighborhood building capacity and community engagement end
when the city's new community engagement dept sets up shop Jan 1st ... take
your best guess....alot less $ to provide these services and somehow just can't
see the city performing this function well.

during discussion last week, the city had questions, additions...including the
need to talk about bus safety in Minneapolis (Cm. Johnson), include streetcars
in the report, revise the assumption that all future growth comes from the
suburbs, include Bottineau corridor.
The report check-off list stated n'hood notification, relationship on comp plan
and zoning were 'not applicable' on city's comments. Met council did provide
opportunities for public comment...but that was on their website.
