I was hoping someone from CANDO would post on this topic. I think a project
of this magnitude needs an organization like CANDO to help the process
along. I wanted to mention that I did bring up the issue that there has
been a moratorium on lighting but that there were lights around the Guthrie
and that new park. No one from the city made a comment but I think it is
important to make the statement.
Again I encourage anyone who can to attend one of these meetings. Make your
voices and ideas heard.

Thanks to Karen for the update on the pedestrian level lighting meeting and
making your voice heard. I am on the Board of CANDO, which as Jim mentioned,
is the recently recognized NRP citizen participation group for the Central
neighborhood. We held discussions with CM Elizabeth Glidden and Public Works
earlier this year about the prospect of getting pedestrian level lighting
for Central neighborhood, including the use of some NRP dollars to help
defray the costs. However, there is currently a moratorium on all new public
lighting projects (aside from those done in conjunction with other
construction efforts like the Lake Street renovation) until a new city-wide
lighting policy is approved.
I will work on posting the CANDO meeting times, agendas and minutes to
Central-Chat. CANDO has also been sending a newsletter to neighborhood
residents independently and in conjunction with Weed and Seed. Another will
be mailed shortly. CANDO Board meetings are held on the third Thursday of
every month at 6:30 pm in the CANDO office (or nearby conference room) at
Sabathani. Thursday, September 20, is our next scheduled meeting. In
addition, we have a several active committees working on housing issues and
economic development in the neighborhood. Everyone is welcome to attend, so
please come and join us. Elizabeth Glidden or her policy aide, Andrea
Jenkins, attend nearly every Board meeting, so it is also a good opportunity
to connect with our City Council member.

any activity on central-chat for awhile.
I don't know where the Central Neighborhood NRP dollars are sitting.
Last I hear, via the grape-vine, CNIA was no longer recognized by the
City and CANDO was now the citizen participation group. If anyone
could confirm that it would be great. I noticed that Southside Pride
is still listing the CNIA meetings, office and phone.
Anyway, as of a few years ago there was still around $400 - 500,000
dollars in Central's NRP dollars. I believe when David Peale worked
on getting the lower, decorative poles around the Healy block and
several surrounding blocks, they were able to use some NRP dollars.
I believe it was capped at a certain percentage. (A big thanks to
all of David's efforts back then. He really helped transform that
part of Central. It was a lot of work and I appreciated it.)
That could be an option for Central residents to decide on. But I
don't know what it would take, in terms of citizen participatory
meetings, for those dollars to be allocated. If CANDO has been doing
something, it would be great if they posted their minutes, agendas,
etc. to central-chat.
There were also some Central district dollars left from the SNHS
contract. I believe some of those dollars could also be committed by
the districts into some district community use. I don't know if
street lighting was a possibility or not. I assume that contract was
taken over by NHS, but I never heard how that all shaked out.
If anyone has updated info on this, I'd love to hear it. If no one
knows, I would be happy to work with whoever to find out what Central
has left and where Central stands in terms of Phase 2 NRP planning.
I have all the records from NRP up to the last couple years when CNIA
and CANDO were restructuring. I live in Powderhorn Park now, so I
haven't been active in Central... but my heart will always be in
Central.
