This course of action is outlined on the website Environmentalists
Against War and was suggested last summer it be used because congress
wasn't persuing the impeachment of the president.

It was to be done on july 16th of last summer so we are a little late
to the party. And they admit it was more to get their representatives
attention for not signing on to some impeachment bill by Kucinich.
Something that supposedly got the democratic reps voted in.
