The complaint on this one is 32 pages long and chock full of rather egregious
allegations.
It is no surprise that they are opting to pay out on this one...you'd have to
read the
complaint.

JSK - unfortunately, there is probably not much of a record to shed light on
the case. By settling the case so early, the city probably avoided the
exchange of many significant documents, and avoided depositions where the
people involved in the case testify under oath in front of a stenographer
about the issues in the case and most significantly, the top police and
other city officials would have been confronted about their actions and
forced to explain them. This is probably the most critical reason that the
top officials are paying so much taxpayer money to stop the case from
proceeding - to avoid such a detailed written record of their conduct.
