I have no clue if this is serious or some kind of demonstration in how to
make ward boundaries nice and jagged.

The term "Draft Ward Map" doesn't bode well. The boundaries of nearly every
neighborhood is respected. Yet both Standish and Ericsson are sliced into
multiple wards. WTH are they thinking? We're rabble rousers so it's better to
have both neighborhoods sliced in half?

Redistricting is now being carried out by the Minneapolis Charter Commission.
The City Council is, by law, outside of the redistricting process. I encourage
anyone interested to send comments directly to those who will be making the
decisions.

This year, that is the Charter Commission and a nine member advisory committee
appointed by the Charter commission who are shaping the maps that will
determine ward lines for the next ten years. The public can submit their
comments to the whole group by e-mail at:

While I think the little bump out putting part of our area in Ward 11 is
silly-looking (and also wonder if it isn't gerry-mandering), my second
thought was actually this:

If our strong neighbor group is spread amongst three wards, doesn't that
just give us the opportunity to influence (or have our point hear by) more
of the City Council? Or, am I being too politically naive?
I was hoping for some opinions by others on this, so I can understand the
pros and cons of splitting us up even more.

This seems serious to me. I believe carving up our neighborhoods will harm
community development, and slow progress on solving our common problems and

What is the political motivation and political agenda?Are businesses,
politicians and government hoping to gain some things changing the present ward
maps to these new ward maps?
Any ideas?

Those of us in Standish south of 42nd Street and those in Ericsson west of 31st
Ave would be in for a big change moving into ward 11.

Not sure how being affiliated with Tangletown and east Southwest Minneapolis
would impact our ability to make friends and influence people to advocate for
our part of SMPLS.

Seems to me that all of Standish and Ericsson should be in Ward 9, or at least
Standish in Ward 9 and Ericsson in Ward 12.

Looks like Northrop is getting split up too, since W11 will go to 44th street
instead of 42nd street.

One potential benefit I see is that borders seem to follow residential streets
instead of commercial corridors. Of course it's easier (and normally follows
neighborhood boundaries) to follow major streets. But political boundaries on
commercial corridors may make it more difficult to find champions for
particular nodes or streets.

The corner of 42nd and Cedar, for example, has (I think) 3 neighborhood groups,
3 council wards, and two state reps.

Ideally we'd follow major psychological boundaries such as freeways and rivers
when determining political boundaries. But after those are exhausted, I'd
rather see a quiet residential street serve as the boundary instead of a
commercial corridor.

This comment is not in support of or in opposition to the proposed ward
boundaries - I haven't had a chance to study it yet.

Just wanted to add this note of history -

When I first started working for SENA in 1996, the two neighborhoods we parts
of 4 different wards. A one-block-wide slice along the western boundaries of
the neighborhoods were in Wards 8 and 11. So, there were 4 city council
members representing our neighborhoods.

I'm assuming that was changed the last time the wards were redistricted - don't
know the whys and wherefores.

I don't know if Debra is being serious, but I sincerely doubt the Republicans
are the driving force behind the redisticting since the lines are being drawn
with the express intent of creating a "minority ward." See, e.g.,

This intent explains the jagged lines.

This intent also aggravates my displeasure for the fracture of the Standish
neighborhood. The underlying premise seems to be that, on matters of city
governance, two nearby residents of the Standish neighborhood have less
identity of interest than a Somali resident and a Hispanic resident living
miles apart from one another. Dare I suggest that the neighborhood in which we
live has a greater bearing on our Minneapolis' stake than does the country in
which our grandparents lived.

Lastly, I wonder about the constitutionality/legality of "reverse racial
gerrymandering" given recent jurisprudence on race-based preferential
admissions.

Julie,

I considered this perspective before writing the redistricting group. Would it
be better to influence multiple members or one member more powerfully? I
concluded that if we have S-E carved into 4 or more districts then it will
cause more confusion than good. In other words, less organized is likely less
effective. Basically, divide and conquer.

Also, they are trying to keep other neighborhoods within the same district for
good reason. It seems only S-E is getting this badly carved up under this new
alignment. I don't know who, how or why they thought our need to remain unified
could be ignored. It's simply unacceptable.

Gerrymandering has occurred throughout our history. Currently, it is a
favorite tactic of conservative and Republican factions to control the
vote. However, we should see where this started and who supports it before
we cast aspersions.

Actually if you look at the draft ward map up in Cedar Riverside and
Seward, the draft creates an East African "opportunity" district by moving
them into the ward with Phillips. (Big topic on those forums.)

These proposed changes may actually have more to do with mixing things up
across the map compared to making minor adjustments with the idea that
continuity is a better priniciple than making it potentially easier for
minority candidates to get elected.

Does anyone know how wards are determined when you're on the border? I'm on the
4300 block of Nokomis Ave on the east side of the street, so would I stay in
the 12th ward, or move to the 11th?

I think this entire idea is pretty offensive, implying that people
vote completely on racial lines and for a minority group to have fair
representation it would need to have "one of thier own" in office.
It also asssumes that white people would not vote for a person of
color and I think we all know this is not true.

Racial steering is illegal in real estate why is is not illegal for
the city to practice racial steering in order to influence voting
patterns.

Give it a good read. It's truly insulting, I couldn't agree with Daphne's

I don't like that Ward 11 would swing all the way over either. Too varied a
constituency. Don't mind being represented by 9 & 12 though, especially with
the "even split". I often think that that my neck of northern Standish has more
in common the other neighborhoods west of Hiawatha like Corcoran and Powderhorn
than areas to the south.

Historically, gerrymandering has been a tool to diminish the voting power of
minorities (racial, religious, etc). The Voting Rights Act of 1964 calls for an
end of voting dilution by splitting up minority communities therefore lessening
their voting power.

Interesting to note that during the 1980s, Ward 11, wiggled it way up close to
SENA. Anyone on the forum that was a resident back then? When we moved in 8 yrs
ago, we were in Ward 9 for a year or so.

If you are on the border splits down the middle of the street. For example, you
would be in 12 since you are on the east side of the street. West side of the
street would be in 11.

In the proposal, this intersection is also a shared border with Ward 9.
Therefore, if you were on the southeast or northeast corner you would be in 12,
the southwest corner property would be in 11 and the northwest corner property
would be in 9. Phew!

As a long-time Standish resident, 33 years on the corner of 41st and
Longfellow, I’ve been in 3 different wards over the years. It just
happens—don’t sweat it!
Alliances formed in the present configuration need not dissolve in any future
alignment.
As for party affiliation, I don’t believe the Democratic control of the city
council will diminish. Enjoy!

a few groups (the Center for Urban and Regional Affairs, the Urban Research and
Outreach Center, and Common Cause MN) are hosting a free Redistricting Workshop

Looks like this proposal preserves the current SENA boundaries.

Somewhere it is written the 12th ward must be in
the cities SE corner, bordered by the river and
southern border. The 13th similarly must hug
the southwestern border, and the 11th in-between.

It's in the middle where the lines have some
wiggle room. My neighbors bought their house in the
1960s and they've gone from the 12th to the 11th
and back to the 12th again.

Also, SENA did not exist until the 1990s, as an
association, so it wasn't really an issue.
