There are two listening sessions designed to gain feedback about City of
Minneapolis proposed Infill Housing Strategies prior to their launch and
implementation. One is focused on builders and one is focused on buyers (see
specifics below). It is expected that additional trainings will be held for
buyers and builders that are interested in applying to the programs in the
spring when the programs are officially launched.
The Infill Housing Strategy is in response to a community task force of 47
residents, community leaders, realtors, and builders who met during 2016 to
recommend strategies for disposition of government-owned vacant lots in the
City of Minneapolis. The program concepts listed below are new and intended for
trial in a 2017 pilot year that will inform a more comprehensive five year
strategy. Attached is a map of the currently owned infill-eligible properties
in the City of Minneapolis (there are 459 parcels total). The list is subject
to change due to ongoing acquisition and sale of properties.

The Infill Housing Strategy to market, sell and develop over 300 city-owned
vacant lots for new construction of owner-occupied homes will be tested for a
pilot year in 2017. City staff will learn from the pilot year in order to
establish a comprehensive five year strategy and make program adjustments as
needed. Key elements of the Infill Housing Strategy are:
· Homebuyer Incentive: a simple to access incentive for homebuyers to
build new homes on city-owned vacant lots in North Minneapolis.
· Development Assistance: a competitive request for proposals process
for development gap assistance for developers to build new homes on city-owned
vacant lots in Minneapolis to sell to homebuyers with an income up to 115% of
area median income or less, which is currently $98,670, for a family of four.
· Long-Term Affordability Homebuyer Assistance: affordability financing
to ensure home accessibility to homebuyers with an income of 80% of area median
income or less, which is currently $65,700 for a family of four.

From Ward 2 Council Member Cam Gordon:
This month I learned that my outstanding appointee to the City’s Public Health
Advisory Committee (PHAC), Laurel Nightingale, had to resign. I thank Laurel
for her commitment and service to the City. Now, I am looking for someone who
lives or works in Ward 2 with experience, expertise and/or a strong interest in
public health to serve on this committee. The committee has a long track record
of providing valuable advice on health policy to the City Council, and
Minneapolis Health Department. The advisory group reports to the Health,
Environment and Community Engagement Committee, which I chair. It also serves
as a link between the City and the community in addressing health concerns. I
am hoping to get some applications in for review by February 15, 2017. The
group meets the fourth Tuesday of the month from 6:00 to 8:00 p.m. in City
Hall. For information on the application process visit
http://www.ci.minneapolis.mn.us/boards/openings/WCMSP-190346) For more
information about the committee feel free to contact me or visit

Rental License Revocation Update re: Stephen Frenz from the City of Minneapolis
The rental license revocation process is a lengthy legal process. As the
process unfolds, we will send periodic updates.
February 10, 2017 Update
Background
11/15/2016 Notice of Revocation to Stephen Frenz (property owner) for
all rental properties in Minneapolis
11/30/2016 Stephen Frenz appealed the Notice of Revocation
Current Status
Stephen Frenz appealed the Notice of Revocation. The next step is that the City
of Minneapolis will schedule an appeals hearing. The hearing is scheduled upon
the request of the City Attorney’s office once all sides agree (based on
evidentiary packets being completed). Appeals will be heard by an
administrative hearing officer. The hearing officer shall render a decision in
writing within thirty (30) days after the close of the hearing. The decision
shall determine whether the building, or dwelling units therein, meets the
licensing standards of sections 244.1910, 244.1920, or 244.2020, and shall
specify the factual and legal basis for the determination.
Next Steps
The City of Minneapolis administrative hearing officer will schedule an appeal
hearing.
Once the hearing is scheduled, ten (10) days notice will be provided to Stephen
Frenz.
Appeals Process Frequently Asked Questions
What is an administrative hearing?
All appeals shall be heard by an administrative hearing officer pursuant to
Title 1, Chapter 2 of this Code. Any person wishing to appeal a determination
of the director recommending denial, nonrenewal, revocation, or suspension of a
license or provisional license, or that conditions or restrictions be placed on
a license or provisional license, shall file a written notice of appeal with
the department of regulatory services within fifteen (15) days after receipt of
the notice of denial, nonrenewal, revocation, suspension, or determination
recommending conditions or restrictions. The notice shall contain a statement
of the grounds for the appeal. The notice of appeal shall be accompanied by a
fee of three hundred dollars ($300.00). All appeals shall be heard by an
administrative hearing officer pursuant to Title 1, Chapter 2 of this Code.
Who is the administrative hearing officer?
The city attorney will periodically approve a list of lawyers from which the
city attorney will select a hearing officer to mediate and hear a matter for
which a hearing is requested.
Why is this happening?
Failure to correct a violation of rental licensing standards can lead to
denial, non-renewal, revocation, or suspension of the license pursuant to
section 244.1940 of the Minneapolis Code of Ordinances.
For more information on the appeals procedure, you can access the City of
Minneapolis code at:
