I've lived in Powderhorn for over 20 years and feel I should know what to do
about this, if anything, but I don't - so I'm looking for ideas. There's a
house on our block owned by Mpls Public Housing. New tenants moved in last
fall, they introduced themselves to us as a couple with their young daughter.
Well, we now see a LOT of young men (e.g. 16-25yrs old) hanging out there. I'm
not sure if they're living there or not. I suspect that there's also drug
use/maybe some dealing occurring there. Whenever I'm out in my backyard, I get
the strong impression that they're almost trying to hide their activities from
view. For what it's worth - one of my neighbors said that they're also dealing
in stolen goods. Does anyone have any ideas? I suspect illegal activity, but
I don't feel I have anything concrete to call 911 about. Thanks.

In other news, Cup Foods, 38th and Chicago continues to be a source of joy:

Yesterday I saw what I'm 99% sure was a drug deal outside Cup Foods, around
4PM, involving a teenager on a bike as seller, early-twenties man as buyer.

Wasn't Cup Foods supposed to have been cleaned up?

Here's what I think:

The best thing you can do is talk to your neighbors, then talk to the problem
property, then (if things don't work out) talk to Karen at CCP the Third
Precinct and your City Council Member.

Talk to your neighbors: best way, face to face, one at a time. Next best, do a
leaflet and invite the neighbors to a block club meeting at your house (or a
public place near the block that would be safe and suitable). Discuss the
problem. Get specifics. Document the problem. Is the problem in violation of
City ordinances? Get some common agreement with your neighbors. Get a
delegation to go talk to the problem property.

When you talk to the people at the problem property understand that you hold
all the cards. They can stay as tenants only as long as the neighborhood
supports their tenancy. If they're doing something illegal, then a call to the
Third Precinct and Karen could put a stop to it. If there's a livability
issue, then a call to the City Council Member can put their tenancy at risk. I
believe all City Council Members are members of the Minneapolis Housing Board
that supervises public housing in Minneapolis.

I have lived in this house for over 12 years, before that on Franklin and
Portland in the bad old days of the freeway Dairy Queen. When I first moved in
here I had a crack house next door and one across the street. I witnessed
shootouts with cops and guns ditched in my alley and front yard. Over time as
things have mellowed some I feel I became a little complacent... thinking well,
this isn't so bad, remember how it used to be? But lately I have been spending
time in some other neighborhoods, visiting clients in various parts of the
city, and am harboring a growing sense of outrage that behavior that wouldn't
be tolerated anywhere else is commonplace and ignored here. I can't imagine the
wealthy suburbs quailing before street prostitution and drug dealing, or
calling 911 and getting a limp response.

What would people in those places do if, for example, they observed someone
trying to enter a neighbor's house with garbage cans and a mattress, or
breaking out a car window? Does anyone have any connections to block clubs in
less crimeridden areas? Do they even have block clubs? What do they do that
works? Our expectation of peace and safety and freedom from public criminal
activity should be no less than is evident in any other part of the city.

I love this place and there are so many other things I would not care to import
from Minnetonka but people elsewhere are shocked to learn that my children and
I frequently hear shots fired and see open air drug dealing and prostitution. I
mean, really. What if twenty neighbors at a time were to take a field trip to
picket a slumlord's home on a Sunday afternoon? I am fed up and I am not going
to abandon my home but neither will I live in fear.

fix/install a light fixture in my kitchen in the very near future. Do you know
anyone?
