Notice the deafening silence on your question? Modern
Child Support and Family Law cannot hold up to any
objective scrutiny. It's a massive corrupt industry that
relies on one parent going away. Without the removal of
one parent(dad) the house of cards topples.
To answer your question, the modern child support system
has it's origins in old Soviet law where a percentage of
the poor SOB's (dads) income is taken and given to the
mother, not the children. Why a percentage? What does that
have to do with the amount required to raise a child? No
one really knows. The Minnesota Family Law elite have
recently devised a system that on it's face appears to
take both incomes and be more fair, but is just a clever
formula to come up with the same or more money flowing
through the system. They actually made it more difficult
to stay out of the system through an agreement between mom
and dad. Their goal is to not allow any agreements between
divorcing parents to stay out of the Government collection
system. Even with an agreement of Joint Physical Custody,
someone will be in the system. You can thank Democrat
Dirty Don Betzold for making the laws even more convoluted
and representing the interests of the State Bar vs. the
people of Minnesota.
If you want to witness true propaganda, carefully read the
proclamations that periodically appear in the mainstream
media from States claiming to have broken records in Child
Support collection. They will always state that they are
collecting the funds for the "Children". Which is simply
not true. Mom gets the money and she can do anything she
wants with it. There are no records required on anything.
