maybe in some cases despite of, any human intervention? How does one
"replace" a wetland? Is a "wetland replacement” a wetland or an
artificial substitute for a wetland that has been landfilled? How
could any reasonably responsible DNR even consider permanently
altering a significant portion of the Minnesota landscape in order to
provide temporary employment to a tiny fraction of workers in the
state? Wouldn't the State of Minnesota receive far more long-term
jobs and revenue, and far less permanent damage to our natural
resources, if it permitted cultivating cannabis and hemp rather than
mining copper and nickel?
