We've effectively made it illegal to determine if someone is voting fraudulently. Instead of answering this response, anti-photo ID folks post emotional pleas like Joe's that say nothing. In my experience, when we make it easy for folks to evade the law, there will be many people who do so. Since it is illegal to gather evidence, we have to go by what makes sense. It makes sense that there's plenty of fraud out there, because it's so easy to do.
