What happened was tragic, and Duncan should have been fired. But unfortunately
the investigations and Union deal make this impossible.
But what do you expect? There is so much else that goes on at FPD that shows
that their concern isn't the people, its taking care of themselves.
Other officers have committed clearly illegal acts, the kind of thing that is
impossible to explain away. The kind of thing that would have put any
non-officer in jail. And also violated department policy. But he still works
for the FPD. They covered for him. They chose not to prosecute. He works behind
a desk because he's a liability and with his past actions he can never sit and
testify in court. You can only lie on government documents so many times before
you really can't be a credible witness. And unlike Duncan, there is nothing
preventing his prosecution, they could do this any time.
And imagine a department that size that doesn't even have dash-cams, let along
body-cams. I know tiny PDs that have both, but not FPD. And back when I was on
the Public Safety Committee I specifically suggested the Chief add this to his
budget, his response NO.
Who are they really protecting???

The Town fought paying anything (claiming qualified immunity) to the family
for years. And who knows what if anything Marion Ryan will uncover. There's
not enough soap to wash away the blood on the hands of the shooter, BOS,
and FPD and certainly not enough to cleanse the collective conscience of
this community that just seeks justice.

crime is not just against the individual and his family, it is against society.
Otherwise, we would have no need for a criminal justice system. Just pay up
and be done with it. How barbaric. And if you are rich or well-funded, do you

If it had been handled properly from the get go, we would not have to pay

The sad part is that while this cop and some others are on paid leave, the
force is short bodies. Community safety needs a full force!
Oh and those active cops are all busy doing construction details that should be
done by trained construction staff. Who oversees the police? Last I knew itโs
the mayor. Status quo with police.

The city or it's agents misbehave. Victim punishes the city financially.
Voters realize there is a problem and they replace the broken parts. If the
broken parts aren't replaced, the pressure is increased until they are.
Not perfect, but it's what we have.
