Beating a dead horse here on a topic that was supposed to go to framgov, but if
you go back to what she asked, Nancy was seeking information about how noise
bylaws (ordinances) can be created, not the DPW particular issue, which she
noted was temporary.
But while I am writing, I’ll note that a wise person pointed out that in many
cities, even though the Council is the legislative branch, often times
technical ordinances like this are drafted by people in the municipal side,
since they have time and experience. So, as I said to Nancy, I’d raise the
topic with your councilors and to the Mayor’s office. In my experience,
contacting multiple parties is the most likely way to start a process rolling.
